IL HB2528

Establishes the Hunger-Free Campus Grant Fund and requires the Board of Higher Education to create a hunger-free campus grant program to provide grants to public institutions of higher education meeting specified criteria.

Requires designated hunger-free campuses to establish a hunger task force meeting at least 3 times annually with at least 2 goals and action plans, and to designate staff to assist students with SNAP enrollment.

Mandates hunger-free campuses provide SNAP options at campus stores or nearby establishments, operate a physical food pantry or arrange stigma-free food access, and develop student meal credit donation programs or free meal voucher systems.

Requires annual student hunger surveys disaggregated by race, gender identity, sexual orientation, parenting status, and financial aid status, with participation in national Hunger and Homelessness Awareness Week campaigns.

Directs the Board of Higher Education to prioritize grants to institutions serving primarily minority and low-income students with high Pell Grant recipient percentages, and to report on program impact to the Governor and General Assembly within 2 years.
