Amends the Public-Private Agreements for the South Suburban Airport Act to expand the airport's purpose to include domestic and global freight cargo transfer and shipment services.

Changes Section 2-25 to make the Department prequalification process mandatory ("shall") rather than optional ("may"), requiring the Department to commence prequalification within 6 months of the amendment's effective date.

Establishes prequalification requirements including 30-day public notice, defined evaluation criteria, determination of qualified offerors, and restriction of request for proposals to prequalified entities only.

Adds "cargo-oriented development" definition as multimodal freight transportation nodes and logistics/manufacturing employment centers.

Reinforces legislative intent for Illinois design professionals, construction companies, and workers to compete for airport work, and requires Department collaboration with affected municipalities, counties, and stakeholders on airport development and operations.
