• Directs Department of Financial and Professional Regulation to review all state licenses within one year and recommend steps to recognize military training toward licensing, with implementation within one year of the report.

• Mandates public institutions of higher education grant unlimited college credit for military training meeting American Council on Education standards, offer early course registration to veterans, and provide full refunds or credit for students called to active duty.

• Requires Department of Veterans' Affairs to establish veteran health navigator services to increase access to health care coverage and coordinate mental health services focused on suicide prevention, including creating a provider database and free training courses for mental health providers.

• Directs Department of Veterans' Affairs to develop and implement a strategy to end veteran homelessness within 3 years using coordinated outreach, housing-first principles, and data-sharing among providers and state agencies.
