Requires the Illinois Department of Transportation to provide annual after-tax bonuses of $15,000 per year to engineers and $7,500 per year to engineering technicians for up to 5 years.

Bonuses are available only to employees who graduated from a community college, college, or university located in Illinois and who provide documentation of higher education student loan repayment.

Employees must remain with the Department for at least 5 years to receive the full benefit.

Employees who leave the Department before completing 5 years of service must return all bonuses received.

The Act takes effect immediately upon becoming law.
