• Exempts communications providing general information about a firm's products or services and communications about proposal deficiencies under the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act from procurement communications reporting requirements.

• Requires state agencies to publish lists of qualified firms with scoring comments for architectural, engineering, and land surveying services so firms can identify ways to improve future proposals.

• Permits state agencies to communicate with non-selected firms to provide information about their proposal deficiencies under the Qualifications Based Selection Act.
