Amends Section 17-1 of the Criminal Code of 2012 to expand the definition of deceptive practices by adding "or lease" alongside "sale" when making false or deceptive statements to the public about property or services.

Makes violations of this deceptive practice provision a Class A misdemeanor.

Maintains existing penalties for related offenses including Class 4 felony charges when property value exceeds $150, for repeat bad check offenses, and for multiple violations involving different financial institutions or account holders.

Preserves civil liability provisions allowing injured parties to recover treble damages (up to $1,500) plus attorney's fees and court costs when bad checks are issued in violation of the statute.
