State agencies and local governments must consider using compost products in land maintenance projects when soliciting bids, and must use compost products unless they are unavailable within a reasonable timeframe, do not meet purchasing standards, or violate health and safety requirements.

Department of Transportation must report annually beginning January 1, 2024, on the volume of compost used in state highway construction projects, the status of compost-based products, and recommendations to maximize compost use in highway projects.

State agencies and local governments are encouraged to prioritize purchasing compost products from locally-based, nationally-certified companies that produce compost from municipal solid waste programs.

State agencies responsible for public land maintenance must review procurement specifications to determine how compost incorporation could reduce stormwater runoff and increase moisture infiltration, and report findings to the General Assembly by December 15, 2015.
