State of Illinois is prohibited from expending or investing any public funds in organizations or entities that provide conversion therapy.

Any public funds owed by the State to organizations engaged in conversion therapy as of the effective date shall be withheld, and any contracts with those organizations shall be void to the extent they involve conversion therapy.

Conversion therapy is defined as practices or treatments seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or to eliminate same-sex attractions or feelings.

Excludes from the definition counseling that assists individuals undergoing gender transition, mental health services relating to sexual orientation or gender identity, and sexual orientation neutral interventions to prevent unlawful conduct or unsafe sexual practices.
