Creates the Tick Research, Education, and Evaluation Fund in the State treasury to support tick research related to Lyme disease.

Authorizes the Illinois Department of Natural Resources to issue special license plate decals for Lyme disease research, with $10 of the $25 original issuance fee and $23 of the $25 renewal fee directed to the Tick Research, Education, and Evaluation Fund.

Designates all money in the Tick Research, Education, and Evaluation Fund to be paid as grants to the Illinois Lyme Association.

Applies to passenger vehicles of the first division (including motorcycles and autocycles) and motor vehicles of the second division weighing not more than 8,000 pounds.
