Amends the Higher Education Student Assistance Act to allow grants under the Monetary Award Program for students enrolled in dual credit coursework pursuant to a partnership between a school district and community college district.

Expands eligibility in subsection (a)(3) to include students who would be deterred by financial considerations from enrolling in dual credit coursework under Section 16 of the Dual Credit Quality Act.

Adds subsection (d-5) to define "renewing applicant" to include students enrolled in dual credit coursework, ensuring they receive priority consideration for grant renewal if they apply by published deadline dates.

Creates subsection (g-5) establishing requirements for dual credit coursework grants: grants apply only to tuition and necessary fees for the coursework, and applicants must complete and submit a Free Application for Federal Student Aid (FAFSA).

Takes effect immediately upon becoming law.
