Amends the Children and Family Services Act to require purchase of service agencies providing transportation to comply with federal and state laws, regulations, and Department rules.

Mandates that all drivers transporting children on behalf of the Department receive training on proper installation and operation of child restraint systems, possess valid driver's licenses with clean driving records, and maintain required vehicle insurance.

Requires vehicles used for child transportation to be properly maintained, clean, smoke-free, and equipped with functioning heating and air conditioning systems.

Requires purchase of service agencies to provide a designated telephone number available to drivers, parents, foster parents, and legal guardians for communication regarding late pickups or arrivals before and during scheduled transports.

Establishes fingerprint-based criminal history background check procedures for driver applicants through the Illinois State Police and Federal Bureau of Investigation, with fees deposited into the State Police Services Fund not exceeding the actual cost of the check.
