Amends the Downstate Forest Preserve District Act to allow forest preserve districts with sanitary landfills or pollution control facilities to create and maintain a "Landfill Expense Fund"

Fund covers all costs associated with landfill or pollution control facility operation and closure, including maintenance, monitoring, groundwater testing, gas collection, remediation, and damage settlements

Removes the 40-year time limit on how long the fund may be maintained, allowing indefinite operation

Permits forest preserve districts to charge landfill operators and users up to 70¢ per cubic yard of solid waste to accumulate money for the fund

Allows accumulated funds to be invested with interest earnings retained in the fund
