State Librarian shall create an electronic form for public libraries to request research databases and library media streaming databases they wish to access.

Public libraries must submit completed forms listing desired databases with their most recently quoted prices by December 31 of each year.

State Librarian shall negotiate with database providers to obtain subscription prices lower than what individual libraries could secure independently.

State Librarian must purchase subscriptions equal to or greater than the number of public libraries that requested each particular database, if negotiated pricing is achieved.

Public libraries requesting databases pay the State Librarian the cost of their individual subscription based on the negotiated rate.
