Establishes ranked-choice voting for elections to the Illinois General Assembly and statewide offices including Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, and Treasurer in general and special elections only.

Requires ballots to allow voters to rank candidates in order of preference, with space for one write-in candidate, and makes ballots as simple and easy to understand as possible.

Implements ranked-choice ballot tallying in rounds where each continuing ballot counts as one vote for its highest-ranked continuing candidate; eliminates the last-place candidate each round until only 2 candidates remain, with the candidate receiving the most votes declared the winner.

Defines terms including "exhausted ballots" (ballots with no continuing candidates or overvotes), "continuing candidates" (not yet defeated), and procedures for handling ties resolved by lot and batch elimination of mathematically impossible candidates.

Allows modifications including limiting rankings to no fewer than 6 and simultaneous defeat of multiple candidates, with the State Board of Elections authorized to adopt rules for implementation.
