Increases homemaker services rates to $29.64 per hour effective July 1, 2023 to ensure direct service workers receive a minimum wage of $18 per hour.

Requires rates in subsequent state fiscal years to be no lower than July 1, 2023 rates, with providers certifying compliance with the mandated wage increase.

Prohibits reduction of fringe benefits including paid time off, training payments, health insurance, travel, and transportation in relation to rate increases.

Amends the Illinois Act on the Aging (20 ILCS 105/4.02) to modify the Community Care Program's wage and benefit requirements for in-home service providers.

Effective date is July 1, 2023.
