Creates the State Police Vehicle Fund as a special fund to acquire vehicles for the Illinois State Police, finance related bonds, and cover equipment, maintenance, and operation costs.

Transfers the remaining balance from the State Police Vehicle Maintenance Fund into the State Police Vehicle Fund and dissolves the Maintenance Fund, with all future deposits and obligations moving to the Vehicle Fund.

Increases vehicle registration surcharges from $1 to $2 for motor vehicles of the first division, autocycles, motorcycles, and certain second division vehicles, effective with the 2024 registration year, with surcharge proceeds deposited into the State Police Vehicle Fund.

Applies the $2 surcharge to second division vehicles weighing 8,000 pounds or less and updates registration fee schedules to reflect the increased surcharges for conservation efforts and State Police vehicle funding.

Effective date: July 1, 2023.
