HB2723 - Safe Gun Storage Act

• Requires firearm owners to store all firearms in locked containers or devices that render them inaccessible to unauthorized persons, except when carried by the owner or authorized user.

• Establishes civil penalties: up to $500 for basic violations, up to $1,000 if a minor, at-risk person, or prohibited person gains access, and up to $10,000 if such person uses the firearm to injure/kill someone or commits a crime.

• Defines "at-risk person" as someone exhibiting behavior indicating likelihood of attempting suicide or causing harm to themselves or others.

• Allows courts to substitute community restitution for civil penalties and establishes that violations constitute prima facie evidence of negligence per se in civil proceedings.

• Amends criminal statute 720 ILCS 5/24-9 to raise the age threshold for child firearm protection from under 14 to under 18 years old and makes violations subject to both criminal penalties and civil infractions under this Act.
