Requires owners or operators of assisted living and shared housing establishments to submit architectural drawings and specifications to the Department of Public Health for review and approval before commencing construction, alterations, or additions.

Department must review submissions within 60 calendar days after receipt; if not approved or disapproved within this period, the construction is deemed approved.

Establishes a tiered fee structure based on estimated project cost: no fee for projects under $50,000; $4,000-2.0% for $50,000-$500,000; $10,000-1.5% for $500,000-$1,000,000; $13,000-0.35% for $1,000,000-$5,000,000; and $15,000-0.175% (capped at $35,000) for projects $5,000,000 and above.

Creates the Health Establishment Plan Review Fund as a special fund in state treasury to receive all review fees, which may only be used to pay costs of conducting plan reviews.

Department must conduct on-site inspection of completed construction within 30 working days and provide written occupancy approval within 5 working days; if Department fails to meet these timelines, the construction is deemed approved and establishment may be occupied.
