Requires mobile home park owners to provide written justification when notifying residents of rent or fee increases exceeding 3% above current rent.

Park owners must make available to residents, upon request, documentation showing the costs and commencement of work justifying the rent increase.

For rent increases above 3% based on ordinary maintenance, preventative maintenance, or repair of roads and infrastructure, park owners must demonstrate the work was necessary to meet warranty of habitability obligations.

Park owners must demonstrate that any rent increase imposed was no more than necessary to cover the actual and reasonable cost of the work performed.
