Amends the Community Emergency Services and Support Act by removing provisions that prohibited responders from assisting in involuntary commitment of individuals.

Maintains law enforcement dispatch restrictions for mental or behavioral health emergencies unless the individual is involved in criminal activity or presents a threat of physical injury to self or others.

Prohibits law enforcement from accompanying mental or behavioral health emergency responders unless the threat level is equivalent to what would warrant accompaniment for physical health emergencies.

Allows law enforcement to station personnel nearby for rapid response if needed, provided they remain distant and out of sight to avoid escalating emergencies.

Continues restrictions on using law enforcement for transportation to mental or behavioral health care services in areas where alternative responders are available.
