IL HB2767

Expands the Independent Juvenile Ombudsman's jurisdiction to include county-operated juvenile detention centers in addition to the Department of Juvenile Justice facilities.

Adds "county-operated juvenile detention center" to the definition of facilities covered, defined as residential treatment centers and other facilities that detain or incarcerate youth in the juvenile justice system, excluding police holding locations.

Requires the Ombudsman to report cases involving county-operated detention centers to the chief judge of the applicable judicial circuit and the Director of the Administrative Office of the Illinois Courts, in addition to existing reporting to the Governor.

Extends conflict of interest restrictions to prohibit Ombudsman and deputies from having prior employment or financial relationships with county-operated juvenile detention centers within one year of appointment.

Makes the bill effective January 1, 2025.
