Amends the School Breakfast and Lunch Program Act to change state reimbursement methodology for free meals provided by school boards.

Changes reimbursement from "$0.15 or the actual cost, whichever is less" to "not less than the actual cost" for each free lunch and breakfast.

Modifies how federal contributions are treated by requiring state reimbursement to "take into consideration" rather than be "in addition to" federal contributions.

Applies to reimbursements for free breakfast programs, school breakfast programs, free lunch programs, and school lunch programs in non-profit public or private schools and welfare centers.
