IL HB2771

Amends the Illinois Procurement Code (30 ILCS 500/20-10) to require chief procurement officers to provide written notice when a bidder fails to be awarded a contract after 4 consecutive bids for the same services to a single agency.

Chief procurement officer must submit a certified copy to the bidder detailing why all 4 bids were rejected within the same quarter as the 4th bid rejection.

The detailed rejection reasoning must be provided prior to 15 days before the next Illinois Procurement Bulletin for that type of bid.

Applies in addition to existing requirements under subsection (g) regarding written explanations for contract award decisions.
