Requires community water supplies to develop and maintain comprehensive inventories of water service line materials and submit them to the Illinois Environmental Protection Agency by April 15, 2024, identifying all lead and suspected lead service lines.

Mandates complete replacement of all lead service lines according to tiered timelines based on the number of lines identified, ranging from 7% annually over 15 years for systems with 1,200 or fewer lines to 2% annually over 50 years for systems with more than 99,999 lines.

Prohibits partial lead service line replacements except in emergency situations, and requires water supplies to notify building owners and occupants within 15 days of identifying lead service lines and at least 14 days before planned replacement work.

Establishes the Lead Service Line Replacement Advisory Board and Fund to provide grants for lead service line replacement, with prioritization for high-risk facilities such as preschools, daycare centers, hospitals, and areas with high concentrations of low-income households.

Requires good faith efforts to award at least 20% of contracts to minority-owned, women-owned, and disability-owned businesses, and mandates that all replacement work be treated as public works subject to prevailing wage requirements.
