HB2778 - Safety in Professional Steel Erection Licensure Act

• Department of Financial and Professional Regulation must license all steel erectors in Illinois; unlicensed steel erection is prohibited.

• Violations result in fines of $5,000 for first offense and $10,000 for each subsequent offense, with offenses determined daily; entities knowingly employing unlicensed erectors are also subject to penalties.

• Department may charge licensure fees not exceeding $125 per license, with all fees deposited into the newly created Steel Erectors Licensure Fund to implement and enforce the Act.

• Steel erection is defined to include hoisting, laying out, placing, connecting, welding, burning, bolting, and rigging of structural steel, steel joists, metal buildings, and related materials as specified in federal regulation 29 CFR 1926.750.

• Department must coordinate with Department of Transportation for enforcement and regulation; Act automatically repeals on January 1, 2028 under the Regulatory Sunset Act.
