Amends the Illinois Library System Act to add digital resources to the state's policy of encouraging cooperation among libraries and sharing of library resources.

Declares it state policy to encourage and protect libraries' freedom to acquire materials without external limitation and to be protected against attempts to ban, remove, or restrict access to books or other materials.

Requires the State Librarian and Illinois State Library to adopt the American Library Association's Library Bill of Rights or develop a written statement prohibiting book banning as a standard and objective for library administration.

Makes adoption of the American Library Association's Library Bill of Rights or a written anti-book-banning policy a condition of eligibility for state grants to libraries and library systems.
