Defines "professional breeder" as a legal entity or individual operating in Illinois with more than 5 breeding female dogs, licensed under the federal Animal Welfare Act, and selling offspring for compensation.

Requires animal shelters to obtain documentation that dogs and cats from other shelters or out-of-state organizations were not obtained through payment to breeders or dog dealers.

Restricts animal shelters from obtaining dogs or cats by any means other than owner surrender, transfer from animal control facilities, law enforcement orders, or other compliant animal shelters.

Allows pet shop operators and dog dealers to sell dogs or cats only if obtained from animal control facilities, animal shelters, or professional breeders in compliance with specific sourcing and care requirements.

Establishes detailed welfare standards for professional breeders including minimum enclosure space, veterinary care requirements, exercise and socialization programs, breeding practice restrictions, and record-keeping obligations, with enforcement mechanisms allowing the Attorney General and consumers to seek injunctive relief.
