Establishes a Worker Relocation Grant Program administered by the Department of Commerce and Economic Opportunity to incentivize workers to relocate to Illinois.

Provides base grants up to $5,000 for relocating employees with qualifying relocation expenses.

Provides enhanced grants up to $7,500 for relocating employees who settle in labor market areas with above-state-average unemployment rates or below-state-average wages.

Covers qualifying expenses including home closing costs, rental deposits, first month's rent, moving company fees, equipment rental, shipping costs, and moving supplies.

Requires relocating employees to become full-time Illinois residents earning at least the state's livable wage, subject to Illinois income tax, and employed by an employer who attests they could not fill the position from Illinois applicants; effective July 1, 2024.
