Amends the Grant Accountability and Transparency Act by adding Section 135 to establish email alert system for state funding opportunities.

Requires Governor's Office of Management and Budget to provide email alerts to the public when new funding opportunities are posted on the Catalog of State Financial Assistance.

Allows individuals to subscribe to alerts by providing their email address to receive notifications about new funding opportunities.

Mandates Governor's Office of Management and Budget to publish a monthly electronic digest of all funding opportunities using information from the Catalog of State Financial Assistance.

Takes effect immediately upon becoming law.
