Prohibits State agencies and hospitals from paying bonuses to employees using State funds, including bonuses for work on capital projects.

Prohibits grantees from paying bonuses to employees or contract workers using grant funds awarded for operational expenses, including bonuses for capital project work.

Requires State agencies that pay bonuses to submit an annual report to the General Assembly by December 1, 2023 and thereafter, detailing each bonus amount, purpose, employee position, and fiscal impact.

Limits recruitment and retention bonuses for State employees to $10,000 per bonus unless the Department of Central Management Services adopts rules to increase the limit.

Excludes employees covered by collective bargaining agreements from the bonus prohibition.
