Establishes a Veterans' Economic Center pilot program operating from January 1, 2024 through December 31, 2027, administered by the Department of Commerce and Economic Opportunity to assist veterans with employment and address veteran homelessness.

Creates a Veterans' Economic Center Fund to receive 2% of total credits awarded under the Economic Development for a Growing Economy Tax Credit Act for agreements entered on or after the effective date.

Requires taxpayers receiving EDGE tax credits for taxable years ending on or before December 31, 2025 under new agreements to apply only 98% of awarded credits against state income tax liability, with the remaining 2% transferred to the Veterans' Economic Center Fund.

Directs the Department to certify to the Comptroller by July 1 annually through 2026 the amount equal to 2% of total credits awarded, with the State Treasurer transferring certified amounts from the General Revenue Fund to the Veterans' Economic Center Fund.

Requires the Department to report to the Governor and General Assembly by December 31, 2027 on the pilot program's effectiveness; the program authorization sunsets January 1, 2029.
