Expands the definition of "birthing facility" to include birth centers licensed under the Birth Center Licensing Act, in addition to hospitals and birth centers under the Alternative Health Care Delivery Act

Requires all birthing facilities to maintain written policies and conduct yearly continuing education for obstetric, emergency department, and other relevant staff on management of severe maternal hypertension, obstetric hemorrhage, airway emergencies during childbirth, and other leading causes of maternal mortality

Directs the Department of Public Health to collaborate with the Illinois Perinatal Quality Collaborative to develop initiatives addressing birth equity, reducing racial and ethnic disparities in maternal care, and implementing implicit bias training and cultural competency programs

Requires the Department to make available best practices to birthing facilities for timely identification and management of pregnancy and postpartum complications, including coordination of post-delivery early postpartum visits and use of telemedicine consultations

Authorizes the Department of Public Health to adopt rules implementing these requirements
