Adds legislative intent recognizing climate change as a factor in mosquito-borne and vector-borne diseases, and establishes integrated pest management as the best approach to balance environmental protection with public health.

Defines "integrated vector management approach" as a method that prioritizes prevention, biological, and nonchemical means of controlling disease vectors using data-driven approaches.

Requires organizations performing mosquito control as a public service to submit a written integrated vector management plan to the Illinois Department of Public Health.

Mandates vector management organizations establish a system for public notification prior to using wide-area chemical pesticides from public rights of way.

Exempts Department mosquito control grantees currently supervised by the Department and businesses regulated under the Structural Pest Control Act from these requirements; effective January 1, 2024.
