• Establishes Illinois Human Rights Commission with 7 members appointed by the Governor with Senate consent, with no more than 4 from the same political party.

• Sets commissioner compensation at $125,000 per year for the Chairperson and $119,000 for other members, or as set by Compensation Review Board if greater, effective January 19, 2019.

• Requires commissioners to meet one of three qualifications: licensed to practice law in Illinois, at least 3 years experience as a hearing officer at the Commission, or at least 4 years of professional experience in civil rights, fair housing, labor, or related fields.

• Mandates 20 hours of training every 2 years for commissioners covering substantive and procedural law, current human rights issues, case observation, and professional standards.

• Expands interpreter services to include individuals lacking English language proficiency in addition to hearing impaired individuals during Commission proceedings.
