Creates the Office to Prevent and End Homelessness within the Department of Human Services, led by a State Homelessness Chief Officer who reports to the Secretary and chairs the Interagency Task Force on Homelessness.

Establishes the Interagency Task Force on Homelessness with representatives from 18 state agencies plus 4 legislative appointees to implement a state plan aimed at achieving functional zero homelessness and improving outcomes for people experiencing homelessness.

Requires the Task Force to submit annual reports to the Governor and General Assembly by December 1 each year detailing work completed, new recommendations, and key homelessness-related outcomes and measures.

Creates the Community Advisory Council on Homelessness with 20+ members appointed by the Governor, including people with lived experience of homelessness, representatives from advocacy organizations, local governments, and service providers; members meet at least 4 times per year.

Requires the Community Advisory Council to submit recommendations to the Interagency Task Force by November 15 each year; provides compensation to members with lived experience of homelessness and housing insecurity who are not otherwise compensated by employers.
