DCFS and DHS shall develop a comprehensive list of children under 18 with intellectual/developmental disabilities or mental illness referred to group homes, schools, residential programs, or hospitals for behavioral health services.

DCFS must work with DHS, healthcare, education, and juvenile justice agencies to track referrals, monitor inter-agency overlap, track funding streams, and establish memoranda of understanding for information sharing.

DCFS shall establish a Short-Term Stabilization Home Model for eligible children under 18 receiving home and community-based services waivers, with stays limited to 90 days and staffed by board-certified behavior analysts, nurses, direct support persons, and psychiatrists.

DCFS shall create a Transition to Adulthood Model serving young adults ages 18 to 25 with intellectual/developmental disabilities, including educational services, transition planning, and job coaching to facilitate independent living.

The bill takes effect July 1, 2023.
