HB2851 Summary

• Creates the Illinois Regional Generation Reliability Task Force to monitor power grid reliability and assess policies affecting the state and regional power grids operated by PJM and MISO.

• Task Force shall hold 7 meetings annually and submit annual reports starting April 1, 2024, with findings and recommendations to the General Assembly on grid stability, performance standards, and proposed legislative concepts.

• Task Force membership includes 21 members: legislators, labor representatives, power generation companies, regional transmission organization representatives, environmental groups, and state agency directors appointed by legislative leaders.

• Establishes the Carbon Capture Infrastructure Fund as a special state fund administered by the Illinois Power Agency to award grants to carbon-producing power plants for constructing new carbon capture storage systems.

• Transfers $10,000,000 from the Illinois Power Agency Renewable Energy Resources Fund to the Carbon Capture Infrastructure Fund to support carbon capture infrastructure development.
