Creates the Kratom Consumer Protection Act establishing safety and labeling requirements for kratom products and extracts sold in Illinois.

Prohibits processors from selling adulterated or contaminated kratom products, products with excessive residual solvents, synthetic alkaloids, or improper labeling without recommended serving sizes.

Limits 7-hydroxymitragynine alkaloid levels to no greater than 1.5% of the overall alkaloid composition in kratom products.

Establishes administrative penalties of up to $5,000 for first violations and up to $10,000 for subsequent violations, collected by the Department of Public Health into the Food and Drug Safety Fund.

Prohibits distribution of kratom products to persons under 18 years of age, with violations punishable under the Kratom Control Act.
