• Adds Section 7 to the Landlord and Tenant Act governing landlord access to rental dwelling units.

• Prohibits tenants from unreasonably withholding consent for landlord entry for repairs, maintenance, inspections, showing to prospective buyers or tenants, practical necessity repairs, lease compliance checks, or emergencies.

• Requires landlords to provide at least 2 days' notice before entry except in cases of emergency or practical necessity, with notice given within 2 days after emergency entries.

• Establishes that entry between 9:00 a.m. and 8:00 p.m. or at times requested by the tenant is presumed reasonable, with emergency entries exempt from time restrictions.

• Prohibits landlords from abusing access rights or using them to harass tenants and preserves any greater protections provided by federal, state, or local law.
