Amends the Illinois Prevailing Wage Act to extend prevailing wage protections to employees of public bodies when they perform construction or demolition of public works on behalf of other public bodies.

Expands the definition of "public works" to explicitly include fixed works constructed or demolished by a public body on behalf of another public body.

Requires public bodies engaged in public works on behalf of other public bodies to comply with certified payroll filing requirements, including detailed worker information and wage verification.

Holds public bodies engaged in inter-public-body construction work to the same prevailing wage standards, wage deductions, and penalties as private contractors, with liability for underpayment violations.

Provides workers employed by public bodies in inter-public-body construction projects the same right of action for wage underpayments as workers employed by private contractors.
