Allows contributing Cook County employees to purchase up to 48 months of creditable service for active-duty military service, regardless of whether the military service occurred before or after county employment.

Requires employees to pay the Fund an amount representing employee contributions for the creditable service based on their compensation rate after military discharge, plus interest at the effective rate from discharge to payment date.

Removes previous restrictions that limited military service credit to employees with 25+ years of service as of January 1, 1993 and capped purchases at 2 years of service.

Eliminates the previous requirement that military service payment occur while the employee was in county service and removes the provision forfeiting credit if an employee receives an early retirement incentive.

Amends the State Mandates Act to exempt this provision from requiring state reimbursement for implementation.
