• Authorizes the use of Licensed Professional Engineers (LPE) or Licensed Professional Geologists (RELPEG) to conduct review and evaluation services on behalf of the Agency, with the RELPEG reporting directly to and taking direction from the Agency.

• Sets review and approval timelines of 60 days for a single plan or report and 90 days for 2 or more plans or reports submitted concurrently, with RAs able to appeal to the Board if the Agency fails to issue a decision within the applicable timeframe.

• Allows the Agency to toll (suspend) all deadlines for action on submissions if the RA fails to pay all fees due, with the deadline resuming once fees are paid in full.
