Defines a personal delivery device as a powered device intended to operate on sidewalks and crosswalks to transport cargo without passengers, capable of being controlled or monitored by a person.

Establishes operational requirements for personal delivery devices including maximum speed of 10 mph, weight limit of 300 pounds, controlled stopping capability, and prohibition on transporting certain hazardous materials.

Requires personal delivery device operators to maintain liability insurance of at least $500,000 for combined operations of all devices under their control.

Grants personal delivery devices the same rights and duties as pedestrians in pedestrian areas while prohibiting local authorities (except counties with 3,000,000+ population) from most regulations related to design, registration, taxation, or operation.
