Changes requirement that election authorities "shall" establish vote centers to "may" establish them, making vote centers optional rather than mandatory.

Vote centers, when established, must be located at an election authority office or the largest municipality within its jurisdiction and allow all registered voters to vote on election day during polling place hours regardless of their home precinct.

Removes the July 1, 2023 repeal date for the vote center provisions, making them permanent rather than temporary.

Eliminates the requirement that election authorities certify vote center locations and health/safety requirements to the State Board of Elections 40 days before elections.

Takes effect immediately upon becoming law.
