Amends the Illinois Procurement Code to add Section 50-36.5 prohibiting companies from contracting with state or local government if they knowingly provide material support or resources to foreign terrorist organizations.

Defines "company" broadly to include sole proprietorships, corporations, partnerships, limited liability companies, subsidiaries, affiliates, and any entity in which the company or its officers have more than nominal ownership interest.

Defines "foreign terrorist organization" as any organization designated as such under Section 219 of the Immigration and Nationality Act (8 U.S.C. 1189).

Companies are prohibited from contracting, subcontracting, or furnishing materials to state or local government entities as a result of conviction under federal law (18 U.S.C. 2339A or 2339B) or a finding by the Executive Ethics Commission.

Authorizes the Executive Ethics Commission to adopt rules necessary to implement and administer the prohibition.
