Prohibits a person from holding an animal in their lap while operating a motor vehicle in Illinois.

Exempts commercial motor vehicles, farm tractors, implements of husbandry, and farm to market agricultural transportation vehicles from this prohibition.

Establishes violation as a petty offense with a $50 fine.

Prohibits law enforcement officers from searching or inspecting a motor vehicle, its contents, driver, or passenger solely due to a violation or suspected violation of this provision.

Amends the Code of Criminal Procedure to prevent searches based solely on violation of the animals in lap law.
