• Eligible manufacturers must have manufactured certified vehicles, operated autonomous vehicles for at least 1,000,000 miles on public roads, and obtained $10,000,000 in insurance or bonding.

• Autonomous driving systems are deemed the vehicle operator for traffic and motor vehicle law compliance purposes and are considered validly licensed, exempting vehicles from requiring a human driver.

• Manufacturers must maintain incident records and provide periodic safety summaries to the state and National Highway Traffic Safety Administration, with manufacturers assuming liability when autonomous system technology is at fault.

• Imposes $10,000 fine for first violation of operating an autonomous vehicle without meeting eligibility requirements and Class A misdemeanor for subsequent violations; preempts local home rule authority over autonomous vehicle projects.
