Mandates that election authorities appoint 3-judge panels to compare signatures on vote-by-mail ballot certification envelopes with voter registration signatures, with ballots rejected only by unanimous 3-0 vote for specified reasons including signature mismatch or opened envelopes.

Requires election authorities to notify voters within 2 days of vote-by-mail ballot rejection and allow voters to submit a signed statement confirming the ballot or request a replacement ballot if the envelope was opened.
