• Changes the definition of "all-terrain vehicle" from 50 inches to 74 inches or less in width to broaden the class of vehicles eligible for street operation.

• Permits operation of all-terrain vehicles on streets, roads, and highways statewide, except on interstate systems or near grade-separated highway portions, if the vehicle has a 400+ cubic centimeter engine capable of maintaining 40+ mph.

• Removes all-terrain vehicles from the non-highway vehicle category in Section 11-1426.1, allowing them to be registered and operated under separate rules distinct from other off-highway vehicles.

• Allows all-terrain vehicles to be registered using the same process as snowmobiles, with a $20 registration fee distributed to the Department of Natural Resources ($15) and the Tick Research, Education, and Evaluation Fund ($5).

• Establishes specific equipment requirements for all-terrain vehicles including dual headlamps, tail lamps, brake lamps, turn signals, rearview mirrors, horn, muffler, windshield or eye protection, speedometer, and safety features like roll cages and seat belts for passengers.
