Creates a new Defense Superior Service license plate for Illinois residents who have been awarded the Defense Superior Service Medal by any branch of the U.S. armed forces.

Allows the Secretary of State to issue these special plates as standard or vanity/personalized plates, with the Secretary having discretion over design and color.

Permits eligible recipients to display the plates on one vehicle without payment of any registration or registration renewal fees.

Authorizes issuance of motorcycle-specific versions of the Defense Superior Service plates.

Adds Defense Superior Service plates (Section 3-699.22) to the list of special plates that allow fee-free reclassification of vehicle registrations under existing Illinois Vehicle Code provisions.
